I think thats a readout error! Those frequencies will NOT be possible on that chip. Do you have: BIOS up to date Chipset drivers up do date (from AMD website directly) Windows up to date HW Monitor up to date ?

Everything is brand new with fresh installations and updates. This has occurred frequently. Generally, if the HWM stays online for an hour, you'll reach a maximum of 5GHz+.
