I watched the second video with the tool and it almost completely removed the stutters (still have some microstutters, but they're rare now). I also set the FPS cap for rivatunnr to 60 so my GPU isn't overheating. Thanks again, everyone, you're amazing for taking the time to help me and finding a solution. I can enjoy the game again, even if it's not perfect, but it's fun at least!

Yea, those games are not well optimized either, especially Batman Arkham Knight. You'll have to search YouTube for fixes in both those games. I remember Arkham Knight you have to mess around with a few things in the configuration files. There's quite a few videos on YouTube of how to do it, it's actually pretty simple to do. Just a little tough to find.
Just Cause 3 is decently optimized, I remember when I had some stuttering issues in JC3, turning off Global Illumination, Bokeh Depth of Field, Screen Space Reflections and SSAO in the graphic settings did the trick. Along with a few others like Edge Fade and Water Tessellation, turn them all completely OFF. I also set LOD Factor to Low, Shadow Quality to Medium and Water Detail to High. As I always say, not only does setting all these the way they are maximize fps, you also lose very little, if any, visual fidelity.
This is excellent news and usually means your issues are game related. Fixing certain games will basically require research online from game to game. Searching YouTube with words like stuttering or fps fix usually do the trick. Just check the thumbs up vs thumbs down ratio, it usually lets you know just how many people found their fix on that video.
Wise to pick and choose what you feel is best for your PC. I skip things like CPU parking and the majority of things that deal with the PC registry, but that's just me.
Welcome. This is excellent news. Micro-stutters here and there are common to PC gaming. It's when they get out of control that present problems. You can still cap your fps in RT, what I do is cap it at the max fps you can achieve from game to game. You don't have to but it helps to keep usage and temps down. For example, I cap my fps in GTA 5 to 105 in 1440p because my CPU has a minor bottleneck to my GTX 1070. When I uncap it, my CPU usage holds 100% very often. I cap my fps in Assassins Creed Origins to 46 for obvious reasons. I can cap it at 61 but I have to lower some graphic settings that take away visual fidelity. That's usually the case in more recent games. But you see GTA 5 came out in 2013 so it's a whole different story even though both games look amazing.
Glad your gaming experience is much better now. The more you fiddle around with things(the right way), the better it will be.

Usually I cap my FPS at 60, and in most games my 1060 can run smoothly at 60 without overheating. For JC3, I noticed stuttering might be due to memory usage when using a controller, but I plan to test it on my PC as well.

If your monitor runs at 60 Hz, it's advisable to limit your frames per second to 60 since anything higher won't be visible.
I rely on a controller on my PC most of the time and it doesn't influence memory consumption.

Yeah Dr.HistoricLow, I just talked to a few other players in some games today and it seems to happen for many people. I hope DICE will fix this problem (and most of the other bugs) soon.
