Upgrade - MSI Pro Z790-A Wifi Intel Core i7 - 12700K 3.6 GHz 12-Core Processor Corsair Vengeance 32gb (2 x 16gb) 6000MHz RTX GeForce 4060ti Ventus 2x 16gb MSI MAG A850GL PCIE5 850w Samsung 970 Evo Plus 2tb Samsung 870 Evo 500gb Western Digital Blue 2tb - I encountered issues with my previous system's CPU and GPU in the task manager. Performance would drop, then return to normal for several hours. Upgrading to a new GPU seemed necessary. After seven years with an Intel 1060, I switched to a 2080ti and replaced my drivers. Still faced stuttering and zero usage stats during intense tasks. I moved components into a new case before installing the new graphics card, but problems persisted. Now I’m considering swapping out all storage since it’s the only remaining part from the old build. The issue worsens when streaming YouTube or using Chrome for music while gaming.

I question if storage is the problem; suggest using DDU to remove all drivers and reinstall them from the official source. Verify whether your system has the newest BIOS, and if missing, obtain it. Does this impact performance?

I believe this resolved the issue! After reinstalling the drivers, I ran a benchmark in R6 and saw a significant improvement—from about 270fps to nearly 500fps—and my stutters completely vanished. I've been trying to understand the problem for months. Thanks a lot!
