The CPU change won't affect things like logging in or similar features. Unless you have a different interpretation, that's what it means.

I've come across many articles suggesting you should reinstall Windows 10, and a CMOS reset is often mentioned as helpful.

It was accurate back then, but nowadays you don't have to reinstall; Windows handles it on its own.

Transitioning from 3600 to 3700X should be smooth, you likely won’t receive any alerts from Windows about the change, and it shouldn’t impact other programs. The exception is when you replace the motherboard.
