Review the GPU stats in Task Manager to see if the Intel GPU is under heavy use. If it is, that could mean it’s being assigned to a different GPU, which might account for the low CPU utilization and the earlier high reported usage.

There is enough ram, but if you set your page file too small windows will run out of commit space even if you have enough physical ram.

You might want to run DDU in safe mode and reinstall the display drivers. As a last resort, a full Windows reinstall should resolve the issue.
