I experienced the same problem, probably due to Intel’s exclusive QuickSync tech. I own two systems: My PC (the affected one) with a Ryzen 3800x at 4.5ghz, 16GB DDR4 at 3200MHz, G.Skill, MSI GeForce GTX 1660 Ti, and a Samsung 970 EVO (or Pro’s memory specs are fuzzy). My laptop runs perfectly—smooth editing with no lag or stutter. On my PC it feels sluggish, using only minimal CPU and RAM. I explored options to mimic Intel QuickSync on AMD, but found little guidance. I prefer Premiere Pro and the Adobe workflow, so switching editors isn’t ideal. Unfortunately, Adobe hasn’t integrated better support for AMD yet, even though their processors are now powerful. If anyone knows a workaround or solution, it would be greatly appreciated. Feel free to ask any questions that might help.
