It seems the issue might be connected to the SSD. Swapping it with a Samsung 860 EVO should resolve the problem.

Have you checked if your SSD drivers are up to date? It might be the SSD itself that’s causing the slowdown.

The A400 comes with extremely faulty firmware, far worse than anything you'd find on a solid-state drive. Updating drivers won’t fix it. I’ve been discussing problems with this model regularly here, and it’s exhausting trying to convince people who are looking to upgrade their SSDs to choose at least the Crucial BX500, which is more dependable. Right now, Kingston is offering the lowest quality SSD from a well-known brand, even though they’re selling huge quantities of it. The main problem for this user is that the drive’s poor performance creates major bottlenecks, especially with CPU access. If he doesn’t want to accept that his SSD is unreliable, then I guess there’s nothing more to add here.
