Hello everyone,

I recently acquired a used computer configuration with these key specifications:

* Graphics Card: GTX 1080
* Processor: Intel Core i7-6700k
* Storage: 128GB SSD and 2TB Hard Drive
* Memory: 16GB RAM
* Motherboard: MSI m3 Gaming MOBO

After setting up Windows and installing all necessary drivers, I encountered some recurring problems during gameplay. These appear to be related to a single underlying cause:

Brief moments of stuttering, resembling screen tearing but not actually tearing, where games occasionally freeze momentarily and then resume play.
Consistently low frame rates in less demanding titles, like Runescape (averaging 30 fps).
Unexplained latency issues in League of Legends, manifesting as spikes resembling extremely high ping (often exceeding 300), despite stable internet connectivity.

As an IT professional, I'm struggling to diagnose the problem and am seeking assistance from this forum. Here’s what I’ve already attempted:

I contacted the seller, who reported no previous issues.
Updated both NVIDIA and Intel graphics drivers.
Updated motherboard drivers.
Adjusted fan speeds, without effect – fans consistently operate at high settings.
Ensured games were running at maximum graphics settings (and also at their lowest).
Switched to a different Wi-Fi adapter and tested with an Ethernet cable (currently using a 20ft cable if needed).
Reinstalled and repaired the affected games.
Tested with a lower resolution monitor at 1080p and 60Hz via HDMI.
Reduced monitor settings to 1080p and 60Hz.
Installed the games directly onto my SSD (normally installed on a HDD).
Verified that both GPU and CPU temperatures are within normal ranges.

Notably, I tested the PC at a friend’s home using their 4K TV via HDMI and experienced no issues whatsoever. I'm at a loss for further troubleshooting steps and would greatly appreciate any suggestions you can offer.

You might want to experiment with this.

Launch the Command Prompt and enter:
`bcdedit /set disabledynamictick yes`

Next, navigate to Device Manager followed by System Devices. Find High Precision Event Timer, right-click it, and choose Disable device. Then, restart your computer.
