While exploring the map my FPS stays near 140, but in combat it can dip to 40. This didn’t occur during beta testing. I’m currently running at the high settings.

It might be a CPU limitation. I’m not certain what triggered this issue during beta versus now, and we can’t determine it from the current data. Also, FPS drops significantly during intense moments, so many factors influence performance. In any game, check your stats while moving around versus when you’re stationary to see the difference.

Blizzard has been tweaking Overwatch to improve its performance on budget PCs. They haven’t made much noise about it, but there have been some PTR updates as a result. It’s hard to pinpoint exactly why your game slowed down—my friend’s X5450 kept running smoothly at around 60 FPS, while an 860K processor is clearly worse than that.
