Your FPS drops significantly in Guild Wars 2 under crowded conditions, even though your GPU and CPU usage seem moderate. Your RAM appears sufficient (16GB) and the game uses minimal VRAM. It might help to check if GemFX is affecting performance or if there are other background processes causing strain. Let me know if you'd like further troubleshooting steps!

There aren't many MMORPGs with that style.

It looks odd that GW2 demands so much processing power, especially with your i5-3570k frequently running at full capacity.

I experience similar problems occasionally, yet sometimes it runs smoothly at over 60 FPS. The game relies on DirectX 9, which I believe is acceptable. However, as you mentioned, densely populated areas tend to lower the frame rate no matter what settings are applied.

I mostly got the same outcomes (CPU usage is slightly increased)

I ran some tests earlier and the outcomes varied. It sometimes uses all available resources, but other times it runs slowly or doesn’t work at all.

I don't know if this helps, but here goes. I tried delidding my old 3770K and I damaged a memory controller  Anyway the processor worked fine but only in single channel. In World of Warcraft with a 280X vapour X my FPS would drop massively from like 50+ to like low 20s. I upgraded to a 4790K last year and the games FPS almost doubled . This only happened in WOW no other game seemed to benefit by this amount. What processor are you using?

First shot shows sharp clarity in busy spots. Second shot focuses on fine details. Third shot captures only basic elements. All three are solid to play.
