Playing online depends on your connection and internet access. It can't load content it doesn't recognize until it receives data about what needs to be loaded. Online play puts more demand on your system.

GTA Online has been quite shaky lately. You won’t find many options—just wait for R* to drop stability updates for the Casino Heist DLC.

It's harder on the system yet none of your gadgets are affected. My connection remains stable with Hyperopt 1Gbps.

You can achieve high performance while using a reliable setup. If your connection is slow, the actual speed you get will match what you send. Many players enjoy this experience with GTA5 Online. My performance stays around 120 FPS without internet, dropping to 60-80 FPS when online. The same configuration applies. In reality, your hardware isn’t powerful enough for top speeds—your CPU and GPU are limited, so you won’t be able to push everything to its full potential, especially when trying to keep up with demanding tasks.

reflects past challenges with PUBG after updates to improved servers (30 to 60 ticks, plus other tweaks). Even on top hardware, latency from the servers and the game's setup for online play caused noticeable frame drops when the servers struggled to keep up.

GTA 5 upon release is not the same GTA 5 of today either, recommended specs are like the pirates code - a loose set of guidelines. Minimum means it will load up (likely) but have a minimum experience, recommended means you will have an average experience (from my experience in gaming). You are having an average experience. Couple that average setup with Online play - you are going to get serious Frame drops. Solution? Upgrade your rig so that the time it does have to build frames based on communicating with the servers, will be more efficient. Either way you are still going to get (easiest way to say this) half the frames in online vs offline mode, coupled with drops based on waiting for information to be given to you via the Online servers - and once gotten has to be immediately drawn onto the screen.
