I explored the Battlefield 1 beta and noticed some unusual results. My setup includes an RX 470 and i5-4460 processor. The GPU is clocked at 1250 MHz for cores and 1800 MHz for memory, as reported by WattMan. In other games like Doom, my performance matches online benchmarks, but here I struggle to hit a stable 60 even on the medium setting at 1080p. What could explain this difference?

You were struck on the head in the opening line... BETA... the game isn't fully optimized and is extremely restricted.

I understand, thanks. I thought it was fine because a few people optimized it, so I assumed it worked. Also noticed much smoother frames in the 480s versions, but perhaps it's a bit shaky for me. Thanks!
