I've experienced significant performance issues, including noticeable delays, even at frame rates as high as 250. This problem affects all of my video games. However, decreasing the screen resolution to a lower setting such as 1280x1024 consistently results in smooth gameplay. My primary games are Black Ops and COD4. I’m puzzled by the lag that occurs despite having sufficient processing power.
Here are my system specifications:
Graphics card: NVIDIA GTX 560Ti (with updated drivers)
Processor: Intel i5 3570
Sound card: ASUS Xonar Essence STX (with updated drivers)
Motherboard: ASUS P8Z77-V-LX
Memory: 4GB DDR3 1333MHz
Power supply: 750W from a less reputable manufacturer
Monitor: ASUS VH222
Operating System: Windows 7 Ultimate 64-bit

Swap out your power supply unit. It likely won’t improve anything, but I dislike the thought of valuable computer systems being jeopardized by substandard power supplies.
Should you enable V-Sync? It’s unlikely your frame rate is consistently at 250 frames per second; it's probably somewhere between 100 and 250. Frames fluctuating that much can sometimes (in my opinion) create a sensation of lag, even if your monitor’s refresh rate is 60Hz. Experiment with using V-Sync, which will synchronize your frame rate to your monitor’s refresh rate. Observe if this improves the experience.
Seriously, 250? If it’s sluggish and your screen is only 60Hz, that indicates a frame rate below sixty.
