Do you have the CPU boosted to 4.5 GHz on every core, or is it Turbo Boosting at that speed? If you're doing a manual adjustment, what voltage are your cores running at? Also, which motherboard are you using (brand and model)? Your Corsait H80i could be underperforming compared to something like an overclocked i7-9700K.
