Everyone talked a lot about your CPU and probably missed this key detail... Restart GPU drivers – many users who have fixed clock speeds usually do so by reinstalling the drivers. (Consider going back to the previous version to check if the current driver is the cause, or retry the same setup) You'd be amazed at how often it's a driver problem.
