I own a 5600XT, R5 5600, with 16GB DDR4-3200 RAM. Sonic Generations struggles to reach 60 and runs with severe stutter even though GPU and CPU usage stay under 17%. I've tried adjusting the resolution, setting everything to low, and toggling VSync on and off.
GPU usage below 17% seems minimal... Increase the ultra mode, ensure Vsync is disabled, verify the AMD Adrenalin driver is current or adjust settings such as Chill on; if active, disable it. Optimal performance would see utilization near 100% with VSync off...
