I reinstalled Windows without saving any changes. I obtained the chipset drivers, the latest graphics drivers, updated the operating system, refreshed the BIOS, and adjusted the power plans for the CPU minimum processor state to 10%. Then I tried the "High Performance Power Plan" which increased it to 100%. So far, I've reinstalled Elden Ring and Apex but haven't noticed any differences.
I saw your benchmark indicating the display was 1080p. Please forgive me for asking a silly question—what would happen if you temporarily disconnected the 1080p screen? My 6700xt performs well at 1440p, though I have a 3080 in development. With Christmas money, why not sell the 6700xt and upgrade to go faster? But if userbenchmark shows you on a 1080p screen, I wonder if your CPU is artificially limiting your GPU because it might assume you're using 1080p and the CPU could be struggling to keep up.
