I've attempted all the methods I know about PCS to resolve this problem. My computer runs with a GTX 1070 hybrid and an i7 6850k, and the overclock has remained stable at 4.2 gigahertz for a long time. The graphics card is performing well, ready for my upcoming Cardio 2080 TI.
Occasionally I see 10 frames per second in all games, stuttering occurs, and some titles fail to launch. I've reinstalled the drivers and tried various adjustments, but I still can't identify the cause.
I plan to replace the CMOS battery today, hoping it will fix the overclocking issue. I can reconfigure the multipliers and apply the overclock properly, but when I exit the BIOS it resets back to default speeds.
Regarding the games, it seems like a random occurrence happened. I updated the drivers to the latest version. Should I revert them?

Is this really a reset? Or are C states active (the base clock will keep running until required).
For a 6850K board, the chances of the CMOS battery being dead or failing are low. Are your BIOS settings still saved for time/date? If yes, your CMOS battery is in good shape.
Are you keeping track of temperatures and usage while playing? Usually, unless a driver claims better performance, an update isn’t necessary—though it’s worth checking if you’re experiencing problems.

Temperatures look fine and the date/time are correct.
The only concerns I have are the new NVida driver and Windows update.
Regarding FPS, maybe a corrupted BIOS is the cause? I spent two hours troubleshooting last night and didn’t find any reason for it. The odd part is that sometimes it would drop to low FPS and then return after a restart, but now it’s stuck. It feels like a perfect storm.
Probably a tough situation.
Did the latest bios update turn off power savings? Sometimes the turbo mode won't let overclock when it's turned on—disable it.
