Your CPU is rejecting high usage during stress tests, even though you're forcing it to run at stock speeds in BIOS. When you manually set the overclock in BIOS, it still doesn't allow full boost, which might be due to thermal throttling or power management settings interfering. The sudden drop back to 99% usage could indicate a temporary stability issue or a system response to the stress condition.

Current readings? Also check the motherboard and power supply unit. About 99% means your CPU is likely throttling for heat or power reasons.

600watt psu/mobo aorus B450 maintains temps under 78 to 80 degrees during testing...this behavior wasn't observed before my recent RAM SOC overclock. The CPU performance improved, and I'm using a dedicated GPU with IGpu turned off.

Oh wow, you messed up your RAM. It’s likely related to your FCLK. You might want to reset your RAM settings and see if that fixes things. If it works, it probably means the issue was elsewhere.

I've switched to dual BIOS and adjusted the voltages, experimenting with higher and lower ones. Voltage changes helped, and clock speeds dropped even more than before. Using auto multiplier resolved the issue instantly. Setting a profile in Ryzen Master that only controls clock speed also fixed it right away.

Have you explored xmp with the overclock?

I attempted that on Friday with the standard XMP profile I initially applied after overclocking my CPU. The problem persists—just like setting a manual clock speed doesn’t fix the issue.

I can maintain stability up to 4.1ghz, but that requires a lot of voltage changes for my preference, so I decided to settle at 4ghz earlier for better safety.

I also ran a test on cinebench where it increased the value to 100%, but after that it no longer gives consistent results, indicating a real change rather than a faulty reading.

Could your system have a problem with the bios following changes to memory stability?
