Playing BF4 Ultra at 1080p with a GTX 780 @ 1097 MHz core and 3005 Memory gives me roughly 60-75 fps. I notice my GPU usage stays between 70-98%, which is a bit lower than expected. People often say a strong GPU should maintain around 90% or more usage constantly. This suggests my GPU might not be working optimally, but it doesn’t necessarily mean it’s broken. It could just be a normal performance range for intense gameplay, especially since my CPU isn’t causing bottlenecks and temperatures stay within safe limits.

Are your temperatures okay? It's not an indication of a problem—it just means it doesn't need to be at maximum intensity all the time.

No your cpu is in no way bottlenecking your gpu. IF your fps is fine why are you concerned with gpu usage? Does it affect performance in other games?

It's scattered everywhere too... rarely give it much consideration. By the way, BF4 really shines on Ultra but fades a lot at lower settings, making those sneaky opponents pop up in the bushes and become vulnerable since they're on his screen but not mine.
