A few weeks back I installed my new PC with these specifications: power supply 1200W, CPU Core i9 13900K, motherboard Gigabyte Z790 Aorus Master, graphics Gigabyte RTX 4090, RAM G.Skill Trident Z5 RGB DDR5-5600 CL36 MSI AiO MEG, and I use two NVMe SSDs of 1TB and 2TB. My setup is mostly dual monitors with two 27-inch 4K displays, but for gaming I sometimes turn off one monitor to potentially boost FPS. Recently, I bought the game F1 23 and achieved 65-140 FPS in-game, yet I frequently experience FPS drops and stuttering, dropping to around 30 FPS or even lower, making the game freeze. My initial idea was that a new game might need developer fixes, so I tried F1 22, which also suffered from similar problems—constant stuttering, making it nearly unplayable. I’m not technically inclined, but I’m reaching out for advice. I even reinstalled Windows, used DDU to remove old GPU drivers, and changed the power plan to Ultimate, but nothing resolved the issue. I was close to trying overclocking, though honestly, there seems no clear reason to do so. Perhaps it would help to mention that my CPU usage during gaming stays around 16%, while the GPU runs between 40% and 60%, depending on DLSS; FPS fluctuates wildly—from 30 to 140—but the "99%" performance jumps are erratic. It’s really frustrating, and I’m unsure what to do next.

The common culprits are the onboard LAN chip and USB polling speed. Turn off the LAN if you don’t need it. Lower your USB polling rate to 500 if it’s above 1000. Execute HWINFO, then capture a snapshot of the sensors page after a short play session. Share the results here.
A second screen should not significantly affect performance unless you launch another game on it. Even watching a YouTube video should only use a small portion of a 4090's graphics capabilities. I recall that certain MSI AIO systems may experience pump problems—perhaps using HWinfo or HWmonitor can help verify your temperatures? An overheating CPU will also slow down your system. If you want to run at 1080p, you can set your monitors to 1920x1080 in Windows display settings and check the FPS you obtain. This approach uses less power from your GPU, making it easier to determine if the GPU is the bottleneck.
I would open the Windows Start menu and verify there are no applications loading automatically at boot. Remove unnecessary programs and simply contact support for possible updates. Keep only Windows Defender active. Switch to Game Mode settings and enable it, as this stops background processes that may interfere with your game. It seems a software issue is causing disruptions. If you installed any third-party malware tools, consider disabling or deleting them. Windows Defender performs well and has not caused problems for years. Lastly, ensure you uninstall DDU before rebooting and reinstalling GPU drivers.
