I purchased this 2080 Super from Newegg as a refurbished unit. It seems to be underperforming compared to what I expect, especially in Hitman 2 bench where it lags behind my 2070 by a significant margin. My 2080 typically hits the high 30s to low 40s depending on settings, but it runs smoothly. I ran userbenchmark and it falls between the 51 and 38th percentile. The card itself is stable, no artifacts or glitches have appeared during regular use or gaming. It pairs well with a R5 2600, 2x8GB DDR4 at 3000MHz. I acknowledge the CPU might be a bottleneck, but a 30-frame difference in an older game doesn’t seem excessive. I’m unsure what’s causing this issue and don’t know the best course of action. Could this card be faulty? The only thing that bothers me is the damage I might have caused to my motherboard when I shorted it while using the card. After giving it some time, everything seems to stabilize. What are your thoughts?

It's possible your CPU is limiting performance, check the task manager for usage during games. After that, install MSI Afterburner and monitor GPU activity. You might find CPU usage significantly higher than GPU usage.

As observed in the Hitman 2 performance review, even a 1080 had minimal usage, while a 2080 super significantly outperforms. It's likely your CPU is the issue.

it peaks around the low to mid 90s on a few cores, which suggests a CPU bottleneck. I saw a discussion where someone with the same setup reached 75 at 1440, while I only tested at 1080 and low 40s.

The GPU core usage is around 30% of the total area, and it was definitely under half.

Absolutely, it's all about the CPU. Boosting graphics settings to their highest level shouldn't cause much trouble.
