I recently installed a new CPU, motherboard, and RAM (Ryzen 5 5500, A520M-A Pro, 16GB DDR4 at 3600MHz). It has been functioning well until now. At idle, the clock speeds are stable around 3.5-4.2 GHz. However, during stress tests or gameplay, the clocks drop significantly to about 400 MHz, causing poor frame rates. The CPU temperature stays below 70°C, and utilization remains low, only reaching 30-40% across all 12 threads when using Furmark CPU Burner. I consistently achieve 85-100 FPS in GTA V Enhanced at maximum settings, but every few minutes the clocks fall, dropping to 25-30 FPS for a short time before stabilizing again. The PSU is rated at 500 watts, and my GTX 1660 should provide sufficient power. I’ve disabled C-states and haven’t overclocked the CPU in BIOS. Any advice would be greatly appreciated.

I use a thermal sensor or monitoring software to check the CPU temperature.

hwmonitor, cinebench rn is taking too long and hasn't started properly. I got a score of 129 on cinebench, which is normal. The cooler works fine now, but when it was working well during earlier builds, the stock Wraith cooler would prevent overheating in games. The 1660 model usually handled heat better, so it didn’t get too hot for long.

Looking for information on your PSU model and age? Did you update the BIOS or install chipset drivers?

I considered it might be the PSU, possibly a Dell OptiX 7010 PSU (antec ea-500) from about 2013. It handled an i5 3470 at a higher power level consistently for 12 years, and I updated all drivers after installing Windows twice.

I would try reinstalling the CPU and check if it improves things. After that, I’d contact MSI support to get their advice.

the cooler stayed in place but after reattaching it and restarting, its speed jumped from 400 mhz to around 3-3.2 ghz—seems like it functioned properly.

The cooler should be relatively straightforward to take out... However, in practice it functions well. Likely the mount was slightly off, and adjusting it resolved the issue.
