I'm switching to the Stock cooler now... the one I had before worked better, but I'm not sure which paste to use. I think I need a new one since I didn't have to replace it. My case is the Cooler Master MasterBox Q300L with one fan. I have a 750W Power Supply from Coolermaster Bronze. I don’t know what PBO tweaks are and can’t find any info online.
The cooler needs replacement every time it disconnects from the CPU. That’s why you’re confused about not needing a new one. You should get more case fans. Without enough airflow, the issue persists.

I placed an order for Thermal paste today, specifically the Artic Cooling MX4. I plan to replace it and monitor the results. Looking ahead, I intend to install two additional fans and position them at the front.
Absolutely, it's going to be tough cooling anything from AMD chips built on 7nm or below. I usually go with Thermalright coolers.
