On my computer, CPU performance drops significantly under stress, sometimes reaching as low as 0.5 GHz. When idle, it tends to run higher (up to 2.2 GHz), which is typical for my processor. Even when the CPU appears to be the limiting factor, utilization can remain low. My Cinebench score of 486 indicates the severity of the issue. The core temperature stays around 56 °C during testing, implying cooling isn’t the main concern. Possible causes include software inefficiencies or driver issues. No recent events appear in the event viewer, which seems normal.

Lenovo laptops from this time period employed some odd and redundant throttling methods. Consider using ThrottleStop 9.4.6 https://www.techpowerup.com/download/tec...ottlestop/. Run Cinebench and when your CPU slows to 500 MHz, capture a screenshot of the main ThrottleStop interface along with the FIVR, TPL, and Limit Reasons panels. This will illustrate Lenovo’s configuration approach before I help resolve the throttling issue. Examine the MMIO Lock box in the TPL window as well as the Speed Shift box within it. My daughter’s 8550U laptop runs smoothly at full capacity, only slowing when temperatures rise. The default throttling settings Lenovo proposed were too strong and unnecessary.

The MMIO PL1 power cap is too low, leading to significant throttling. The Lock box is located near the top right in the TPL window. Verify it. Have you inspected the Lock box for Power Limit 4? If not, reset it to zero and restart the system. If the lock icon isn’t visible on the left side of this setting, adjust Power Limit 4 to 0. In the FIVR window, try lowering both CPU core and cache voltages to -50 mV to help with heat management. Also, set IccMax for both core and cache to their maximum value of 255.75. Check the Speed Shift section in the TPL window, remove the Disable Controls option.

Choose the Windows High Performance plan for top CPU performance under light load. It works fine when connected to a power source. Opt for the Windows Balanced plan when using battery power.

However, this only lasted briefly. PROCHOT was automatically set to 55 °C for an unclear reason. I adjusted the PROCHOT offset to 3 and secured it, which significantly improved performance alongside earlier changes. Now thermal management is correctly influencing the limits as intended. Below are the updated configurations and readings for reference. It functions properly now, just as expected. Great job! I wouldn’t have discovered these settings on my own. Thinkpad cooling is significantly subpar compared to expectations. Even worse configurations exist than the current setup, especially without a dedicated GPU. Disappointing they stopped offering performance versions of the T4 series, which performed marginally better with thermal solutions. I don't believe there are effective ways to enhance cooling on this machine—though Alex might have alternative ideas. Thanks for the helpful advice.
