I just added a software named FanControl and since then I’ve observed my CPU consistently ramping up, never truly shutting down. Previously it would drop below 1V when idle, but now it stays around 1.35V. Its clock speed adjusts based on workload, while temperatures hovered near 35°C and 40°C during idle. Performance has dropped noticeably—Cinebench R23 scores are about 1000 points lower than before—and games like Borderlands 3 and God of War run very choppy. I changed power plans, updated BIOS, turned off PBO, cleared CMOs, and deleted files, but nothing resolved the issue. My hardware: Windows 10 x64 21H2, MSI B450 Tomahawk, AMD Cool n' Quiet enabled, Ryzen 5 3600, 16GB RAM (8x2, 3200Mhz), Gigabyte Gaming RTX 3070Ti, Crucial Ballistix, AXMP profile 1. Storage: 1TB SX8200 Pro, 1TB Crucial MX500, 2TB Toshiba HDD with Seasonic Focus Plus 650W 80+Gold power supply.

This appears to be a problem with the software you received. You should remove the program and adjust the fan settings in the motherboard's BIOS.
