Your processor is performing much slower than expected, making startup and program loading extremely slow or impossible. The problem began suddenly rather than gradually. Previously smooth applications are now failing to run. A factory reset didn’t resolve the issue. Possible causes include hardware degradation, software conflicts, or a failing motherboard. Consider checking for overheating, updating drivers, testing with another device, or seeking professional diagnostics.

0.78GHz... What a familiar number. I experienced it before. Doing a factory reset of the operation system won't help because what failed is firmware. The CPU is Throttling for some reason. Sometimes it can be fixed by a hard restart (pulling out the battery), plugging and unplugging the power cable, removing the docking station, etc. If you search for "laptop 0.8 GHz" you can get many results on Google. I don't know the model of your laptop, but the following link is the one that solved my problem. https://www.surfaceforums.net/threads/su...sue.24529/ And here is a thread in Linus tech tip forum that claims to solve this issue

I've also faced this odd problem with my laptop. The fix I tried was updating the firmware.

@Tiberius1638 Consider testing ThrottleStop 9.6. It was designed to address the common throttling issues found in Intel laptops. https://www.techpowerup.com/download/tec...ottlestop/ Share some images of the main window, FIVR, TPL, and Limit Reasons window. If you notice a red light on the BD PROCHOT box in Limit Reasons, it usually means the computer is stuck at its lowest speed. Clearing that box might resolve the issue. Another frequent cause is power limits being too low. Please send more screenshots so I can assist you effectively. A single faulty sensor can trigger throttling, especially when ThrottleStop isn't configured properly.
