I’ll show an example. When I begin the PC, I play GTA5 and get smooth 144fps with VSync on. If I switch to another game, browse the internet, or just let it start up, I’ll drop to 60fps. What’s the issue if it’s normal?

The system doesn't support 144fps with vsync. It seems like a reporting issue when you begin using the PC.

Yes, you can achieve 144hz with VSync if GTA5's refresh rate is adjusted to 144 instead of 60.
