Examine your pagefile settings—especially if it's stored on an SSD, consider setting it to automatic size. To view the pagefile config, press Windows + Pause Break, then navigate through Advanced system settings, Performance, and select Virtual Memory.

Pagefile is stored on your SSD, but I'll investigate what's happening with MSI Afterburner. What settings do you need to turn on there?

Then, try checking the Power Saving Plan in your Windows settings—search for "edit power plan" and navigate to advanced options. It’s possible the PSU isn’t delivering sufficient power, but I’m not sure that’s the main problem. It seems unusual to have a GPU operating below its full capacity.
