It could be the RAM speed... I'm trying to move past 60fps, which feels stuck for the last 20 years. CPU has 32 threads (3.2–3.8GHz), four processors, supports up to 2000MHz DDR3. RAM is 1333MHZ with 16 sticks and 64GB total—dual channel, DDR3. PSU is 1000W, GPU is RX 580, monitor handles 144+Hz. At max settings, thermal control shows only 50% usage, and the GPU runs at 50% of its capacity. CPU frame rate stays above 100, games run at 100+ FPS, plus average around 50 FPS. Over double slowdowns occur in other titles too. No UEFI detected.

Because it's a piece of shit. It's a server CPU, never intended for gaming to begin with, and it's almost a decade old. 32 cores doesn't mean anything when most games can't use more than 4-8. Clock speeds don't mean anything divorced from IPC. The Pentium 4 could run 3.x ghz too, try running modern games on one of those. Also your post is ambiguous but if you're running more than one actual CPU in a server/workstation board, there's not a game made that can use more than one CPU.
