It looks like your system is facing a CPU limitation. Are you running ray tracing in the game? If yes, you're likely being constrained by the CPU since both Raytracing and Miles Morales are very CPU-intensive with ray tracing enabled. Consider turning it off or lowering the ray tracing settings. Also, what resolution are you playing at? If it's 1080p, using DLSS might not be necessary. The RTX 3060 should comfortably handle Spiderman in native 1080p without major problems. Turning off DLSS would also free up GPU resources and reduce the load on the CPU.
