Likely not, probably. Back then, BIOS chips were typically 128MB, which equals 64 MB. They also ran at 3.3V or 1.8V, so I’d check around a bit more to spot others. It could very well be a ROM for that ITE QFP right next to it.

I searched for some images and it seems correct, nothing else on the board would be it—not even a Windows 8. Just take backups. You’ll likely need to rely on what’s left of your BIOS to rebuild a fresh setup. I don’t think it functions the same as desktops where you can simply download the ROM and flash it in.
