I've heard about this and as far as I remember the consensus is that it's user error, and I've noticed the comments in this thread say don't buy an Asrock mobo for a 9800X3D. I've heard that there's very, very few reports that this actually happens, so it's unlikely to be a manufacturing or systemic issue.
LOL... why is this considered a scandal? It's just new technology being launched before it goes through extensive testing for every possible setup. The same pattern as Intel's 13th and 14th generation problems. Everyone is excited to own the newest gear so they can boast about high frame rates, which pushes companies to release products quickly with limited testing. "Alright, we'll rely on our customers as testers and after a few years we'll have enough data to address the overlooked issues." That's the real scandal in the industry, and unfortunately it's driven by consumers. Interesting that if an Intel chip fails, it's blamed on the company, but if an AMD chip does the same thing for the same reasons, it's the users' responsibility—not AMD's fault.
In short, it fits what you described. The issues with Intel in the 13th and 14th gen came later than expected, so it’s about a group of problems or a rough situation. As we say in my region (translated), it’s like a "bad bunch" or a "bad bakers dozen."
