I plan to set up a game server and have done it before. A few friends can join, but others can't. I noticed a trend—those who can't connect are usually the same ISP as me. After checking online, I found that my ISP has another IP address between the internet and their servers. They paid extra for a static IP, and my Huawei router has a gateway with the same IP but it doesn’t let my friends connect.

Do you rely on public or private IP addresses (RFC1918)? What network settings have you configured?

It seems you're referring to a Carrier Grade Network Address Translation setup. This allows multiple devices to use the same public IP while you have a unique one assigned by your internet service provider.

my ip is 66.96.xxx.xx and i set up the required port forwarding, sorry if my answer was incorrect. I don’t have prior networking experience and from a quick google search it seems this could be public. Also, i asked a friend whose ip is 103.121.xx.xx, which is different from mine—though i’m not sure if that helps.

You’ll need to contact your ISP and explain the issue. They must configure the setup so your friends without a public IP can access your server.
