I just finished my first build but haven't received my HDD yet, so I can only connect to the BIOS. The CPU temperature reached 41°C and remained there while the fan spun at 2000 RPM. I have a 120mm PWM fan for intake and a 120m Molex fan for exhaust. Is this typical? My room temperature is around 25-30°C.

10° higher then ambient in bios is not uncommon, bios is not idle depending on the mobo there is quite some stuff running.
it's a bit too hot for me, what's the cpu and the cpu cooler? i have an intel stock cooler, but is it possible that the exhaust fan isn't allowing the cooler to breathe because it's running at maximum speed?

As I previously noted in the post, it's a Pentium G4560 with all components at stock levels, and the CPU voltage is approximately 0.966V. You're using the igp or an external GPU? With that vcore you're experiencing very high temperatures during idle. Are C States turned on in the BIOS?

I'm not sure if it's possible to find this in the BIOS, but someone else mentioned 30-40 is typical. You're using a 1060 with 3GB RAM.

C6/C7 states? I’m not sure I couldn’t locate it in the BIOS. It seems it depends on the BIOS (if you even have options), those states refer to idle/disabled cores which are important for lowering temperatures.

Someone else asked and said 30-40 is typical in BIOS. I’m using a 1060 3GB low 30s, especially with room temp between 25-30ºC. With a fan speed of 2000rpm, that’s quite high. I think the usual range is 800-2500rpm. You’re close to the maximum the fan can spin in the BIOS without load. Maybe check heatsink placement or pressure—could be the stock heatsink has pre-applied thermal paste, and maybe it wasn’t fully applied or moved.
