I own an MSI GE75 Raider and often encounter problems when shutting down or restarting, which leads to a BSOD with the DRIVER_POWER_STATE_FAILURE error. After reviewing the dump file, it appears the issue stems from "pci.sys". I attempted online fixes like using Driver Verifier Manager and running DISM and SFC commands. Recently, I adjusted my GPU clocks and am curious if those overclocks might be connected to this problem.

Revert any overclocking adjustments and reinstall the most recent motherboard Intel chipset drivers.

I can see that this is a laptop (MSI GE75 Raider 10SE) and that MSI do not have any Windows 11 drivers available, only Windows 10. That's always a worry because as Windows 11 matures the likelihood of Windows 10 drivers being fully compatible declines.
The two dumps in the upload are identical, they are both caused by a power transition failure (from idle low-power to running full-power). The problem device is your RTX 2060 (mobile) graphics card. There is an updated driver available from the Nvidia website (560.94 20th Aug 2024), I'd first try installing that (do a clean install).
Some laptops use customised graphics drivers so if the latest Nvidia driver fails, download the most recent Intel and Nvidia graphics drivers from the
MSI website for your laptop
and install those. We know they are compatible (with Windows 10 at least), so if these are stable then your graphics card is good and you'll need to find the most recent Nvidia driver that's stable - or stick with the MSI drivers.
