It seems you're dealing with a setup that likely has two PCIe slots, each supporting 16 lanes. It's possible the second slot is physically 16 lanes but only uses 4 or 8 lanes electrically. When you insert a card, both slots might be reduced to 18 lanes because the lanes are divided between them. I'd say a RTX 2060 could feel a bit limited with PCIe 2.0, but it might only become noticeable at higher resolutions such as 38x1440p or 4K.

Be mindful that motherboards with PCIe 2.0 support won't handle NVMe booting. They can still function for storage, but it may not be very useful.
