I previously had a discussion about this topic and was advised either to spend a lot of cash for active splitters or to use a motherboard that supports PCIe Bifurcation. I ended up getting an Asus X99 Deluxe, which I thought would work, though most of it doesn’t. I searched online, checked eBay and AliExpress, but couldn’t find any PCIe splitters besides those designed for mining x1 or x4 to 4x1. Anyone know where to find passive options instead?

You're questioning whether true passive PCIe splitting is feasible. The initial 22 pins seem more related to power delivery and slot control, and online searches suggest these components typically include a PCIe switch for managing multiple lanes across the remaining ports.
