It will function smoothly on PCIE 2.0 standards. If the GPU exceeds the bandwidth limit, then yes it may impact performance.

PCIe 2.0 x16 matches roughly PCIe 3.0 x8 speeds. Newer high-end cards have reached the x8 limit, so unless you're using a 3090 in a Sandy Bridge setup, performance shouldn't drop noticeably.

The board supports only PCIe 2.0, so performance will depend mainly on the CPU you choose, not the 1660 chip running at PCIe 3.0 x8 speeds.
