This recommendation applies mainly to GPUs without additional power options, capable of drawing up to 75W from the PCIe port. Although the port should support this level of power, the slot plus riser combination isn't officially supported by the PCIe standard. The Zotac 1650 OC seems like a suitable choice, which might justify investing in a riser with higher capacity.

I think this might be for a Dell OptiPlex, likely with custom mounts and interfaces. It seems the owner is experimenting with mounting options. The ribbon cable works fine. You’re unlikely to face the same issues again by choosing another vendor.
