Curious about the capture card you're using? It's likely not a full x8 slot and would work just fine in a x4 slot.

I’m using a budget USB capture card now, but I plan to switch to the Elgato HD60 Pro later.

Operates smoothly at PCIe 2.0 rates through a x1 interface. Even if chipset lanes are still being used instead of CPU lanes, it works in any other PCIe slot on your motherboard.

Wait is that x1??? I assumed it was x16... Thanks for the assistance and I think it makes things clearer. I feel really confused now. Yes, just checked—it's definitely x1...

It's a single unit. It's also quite compact. Your GPU model might fit better in the top x1 position. If it causes problems in a standard slot, try placing it in the highest one. Just avoid any contact with the GPU, particularly if the board lacks a backplate. It's frustrating that ASUS doesn't include detailed PCIE lane diagrams on their Prime boards, but it seems likely the top slot connects directly to the CPU rather than the chipset.
