I'm setting up a new PC soon and have two configurations: one with AMD and another with Intel 10th gen. For Intel, I have an i7 processor, while my AMD build uses a 3800XT. I'm considering the 3080 Ti or 3090 and wondering if PCIe Gen 4 will more significantly boost FPS than the overall game performance you'd get with Intel.

Clear response: No impact. PCI Gen 4 won’t help unless you have a PCI Gen 4 SSD, and it won’t matter for gaming performance.

The 2080Ti in gaming mostly works with PCIe 3.0 8x, and it seems unlikely that missing PCIe 4.0 won’t affect performance with Ampere or RDNA2 graphics cards. Future chips might change this, but it’s hard to predict. Rocket Lake-S (Intel’s 11th generation CPUs) could support PCIe 4.0 on Z490 boards, though this hasn’t been officially verified yet.

I ran some tests with a friend's 2080 and an x8 slot. The difference was minimal. Right now, PCIe 4 mainly helps with SSDs, but do you really need over 6 GB/s? I didn’t really see much change when switching from a basic SATA SSD to a high-end PCIe 3 one.

The 3800XT doesn't justify the cost; consider the 3700X or 3900X for a better choice.

It's tough to predict how GPUs will perform for future generations, especially with the 3080 Ti.

Unless amperage really jumped significantly over Turing, saturation in the x16 gen 3 bandwidth is unlikely. For gaming, just opt for a 10600k. It delivers comparable performance.
