The motherboard and BIOS must handle the split if we're moving from a passive x16 to 4x4. Not every board does this. If it does, you can use a PCI-E x16 to 4Mbps card and then connect m.2 to PCI-E x4 adapters in each slot. This approach is also available for cheaper Ameri-rack models, which offer PCI-E x16 to 2x8 or 1x8 + 2 x4 connectors.
