GPU pass-through without vt-d is unlikely, though older sources suggest otherwise. Your i7 4770k doesn’t support it, and you’re trying to use it with a virtualized Windows 10 system.

Can't manage it? What's your aim? You could leverage remotefx in Hyper-V for strong virtual GPU performance. Alternatively, multiseat software lets several users share a single system via one GPU.

Do you require virtualisation? You can simply run a multipoint software similar to those in Windows Server, allowing several users on a single PC with one GPU.

I rely on Linux for all tasks, but Wine isn't advanced enough for multiplayer titles, so I switch to Windows 10.

Instead of using Windows on the hardware, you could run a virtual machine for Linux. This approach avoids enabling GPU passthrough in this setup.

Likely due to my reliance on Windows for necessity, it becomes overly limiting for an OS with significant privacy issues to use regularly.

I wasn't recommending Windows as your primary operating system. Instead, use Hyper-V in Windows to run a Linux environment and switch back to Windows when you're playing games.

VT-d, also known as IOMMU, is the complete capability that lets hardware connect a PCI device to a virtualized setup. Without it, you can't route data from a PCI device to a VM. You're forced into dual-booting unless you replace your CPU with one that supports VT-d. Even then, issues may arise depending on your motherboard's chipset and other PCI-related constraints, such as GPU placement in its own IOMMU area.

Ultimately they started with a DAL booting Windows 7. Changing the CPU, motherboard, cooling system, and RAM didn’t justify the expense.
