I haven’t used my gaming pc in a while, but today I tried to turn it back on and saw it running extremely slow. The task manager showed only 6% CPU usage, yet a hot bar at the top was showing 100% CPU consumption. It took me about ten minutes just to type a single app into the search bar. When I attempted to restart in safe mode to investigate further, the whole process crashed—my mouse wouldn’t move and it stayed unresponsive for 20 minutes before I powered it off. Now the PC starts up, but it doesn’t boot properly; the monitor and keyboard remain off. I left it on for 15 minutes, but nothing changed.

I would begin by removing the CMOS.

I stopped it when I began the discussion and just attempted once more, now it’s launching in safe mode.
