i5 9400f (normal temperatures)
1660ti (normal temperatures)
2x8gb @ 2700hz
1tb hd & 250gb ssd
a 1080p msi monitor @ 165hz (if it matters at all)
regardless of the game i play, even old 2016 titles. my pc is using 99% cpu but the gpu stays around 60-70%. as far as i've looked, i shouldn't have a bottleneck and my temps are normal (60-70°c).
i tried reinstalling graphics drivers and resetting everything to normal. i also used the bitsum performance power plan, but the problem persists. what might i be missing?

on my 1080p monitor the game runs at 1080p with full render scale, yet in Battlefield 1 it often adjusts to around 85% for both CPU and GPU, though it doesn't maintain a steady rate.
it's not about needing 100%, the problem is consistent across all games I play (Bf1, Bf5, hell divers 2, csgo2, insurgency sandstorm, overwatch 2, hell even lethal company). it always uses up a lot of cpu and barely any gpu, i should have mentioned it's not stable. the fps is really inconsistent.
