Over the last three weeks I've been concerned about my PC's performance, especially since I'm not experiencing the smooth gameplay I expect. This machine is brand new, purchased just three weeks ago. Previously, it struggled to run GTA Story Mode smoothly; now it works fine. However, with GTA Online I frequently encounter frame drops, often around 50 or 55 frames per second. Downloading Far Cry New Dawn didn't help—when I used Ultra with AAS disabled, I experienced stutters where the game would freeze briefly before resuming. I've monitored F.C. New Dawn using MSI Afterburner, which showed 90% GPU usage and 45% CPU usage during gaming, while normal usage stays between 60-65% GPU and 65-70% CPU. Sometimes after prolonged use it reaches 75%, which is unusual. This underperformance is quite concerning, and I'm seeking assistance. Here are my specifications:

Specs: GTX 1660 Ti driver version 430.86
Ryzen 5 2400G
16GB Ballistix Sport RAM (DRD4 @3000MHz)
1x Samsung 970 EVO Plus M.2 (boot drive)
1x Intel 520 series SSD
1x Caviar Green HDD (GTA and Far Cry installed)
Thermaltake 500W PSU (comes with Commander MS-II chassis)
Thermaltake Commander MS-II chassis
Windows 10 Pro 64-bit version 1803
GIGABYTE B450M GAMING MOTHERBOARD BIOS Version F1
Please note, my previous PC had a GTX 1050 Ti i3 4150 with 8GB RAM and still showed the same frame rate in GTA Online, unlike now.

I also tried ddu, then installed old drivers, but it didn’t help. I don’t really get good frame rates in any game except Fortnite; my other games like Rust, GTA Online, and Far Cry New Dawn have similar issues with terrible FPS drops on ultra even at the lowest settings, plus I experience stutters.

To set up an older Nvidia driver, you need to turn off the internet connection first, use DDU, then apply the desired driver and
then

I turned off the internet so Windows doesn't automatically install anything.

When I need to install an older driver version, this process is straightforward. Also, I'm currently using a 419.67 monitor, which has caused issues with newer updates.

Also when I purchased the PC, I used UserBenchmark and it indicated everything was working fine, but now during testing the GPU isn't performing as it should. What might be the issue? I'm really tired about this.
