About two months ago, I swapped out my GPU and PSU. Everything seemed normal until recently. A few days ago, I observed that the front CPU cooler fan lights were only partially lit. On Friday, I performed an "update and shut down," left the PC in the store, and returned to find it completely unresponsive—no lights, no fans, nothing at all, as though it hadn’t been connected. I suspected the PSU was faulty and replaced it with a new one, but the problem persisted. I then swapped the motherboard, yet the issue continued. After removing the CPU cooler and GPU, I repeatedly pressed the power button and flipped the PSU switch; occasionally, the fans would spin briefly before stopping, but not consistently.

What I attempted:
- Replaced PSU and motherboard
- Switched power cables
- Jumped the power pins with a screwdriver
- Held the power button for 30 seconds while unplugged
- Specific specs provided

CPU: Intel Core i7-13700KF (Thermaltake AIO Liquid Cooled)
GPU: MSI RTX 4060 Ventus 2X OC 8GB
Motherboard: Gigabyte Z790 AORUS ELITE AX
RAM: 64GB Corsair Vengeance RGB DDR5 6400MHz (2x32GB)
Storage: 2TB NVMe M.2
PSU: Thermaltake Toughpower GF A3 1050W (80+ Gold, ATX 3.0)

Could a dead AIO or CPU fan be stopping the PC from powering up? Or is it the CPU itself? I’m running out of ideas. Any assistance would be greatly appreciated.

If you've connected a new MB and power supply and turned it on without being in a case, and it Does Not turn on, then clearly either you've connected it wrong, or something is wrong with either the MB or PS.
I'll assume the following:
1-you have the CPU installed properly and no bent pins
2-you have memory inserted properly and in the correct slot(s)
3-no drives connected because it should POST and allow you into BIOS
4-KB and Mouse connected
5-the wall outlet has power

If you've connected a new MB and power supply and turned it on without being in a case, and it Does Not turn on, then clearly either you've connected it wrong, or something is wrong with either the MB or PS.
I'll assume the following:
1-you have the CPU installed properly and no bent pins
2-you have memory inserted properly and in the correct slot(s)
3-no drives connected because it should POST and allow you into BIOS
4-KB and Mouse connected
5-the wall outlet has power

i didn’t attempt to remove the motherboard from the case because I anticipated difficulty reinstalling it after taking everything out. while checking my pc, i discovered several loose cables.

i wonder if it has something to do with my pc not turning on? i just moved the cables but they were touching the metal

The recent BIOS restart might have briefly activated components, suggesting a possible CPU or RAM issue causing instability. Have you attempted booting with a single RAM stick in various slots or tested the system outside the case to eliminate grounding problems?

That might short something. Try disconnecting that cable from the MB and check.
