The PC starts up quickly in under ten seconds, which isn't unusual, but... it's running on a 7200 RPM drive with Windows 10. Is this normal?

That's impressive! My laptop using an HDD starts up quicker than your PC with an SSD, around 10-15 seconds compared to 15-20 seconds.

Since your setup has the quick restart feature enabled, the system doesn't truly power off when you press shutdown—it switches to sleep mode instead.

It might be related to Windows 10. I understand Windows 8 runs much slower than Windows 7, so yeah. My version takes around a minute and a half, and I'm using Windows 7.

Consider shutting down and cutting power before restarting. Then plug it back in and boot up again. Reboots can be fast too.
