Hello everyone. I've been attempting to get my old PC operational for secondary use. The main components remain largely unchanged except for a new PSU and CPU cooler. The motherboard, CPU, RAM, and GPU are still the same as before. Today I'm reaching out for advice on troubleshooting. Essentially, the PC won't power on at all—when I try, it seems to shut itself off. I've attached a video to illustrate the problem. I'm unsure where the issue lies; the noise is present but hard to pinpoint. After returning the PSU via RMA, the seller confirmed it functions properly with newer parts and under stress tests. I suspect the problem might be with the PSU or the motherboard/CPU connection, but I'm not sure what steps to take next. Any guidance would be greatly appreciated. Thanks! PC-Boot-Issue-Clip.mov

Disconnect all devices and keep only the 24-pin connection to test its behavior.

You've confirmed the steps work, but noticed slight delays. The green indicator and LED remain, plus the final three ticks persist after turning off the PSU switch. Consider checking connections, testing with a different load, or inspecting for loose components.

I recommend taking the motherboard out of the case, removing the front connectors, power button, and reset button. Attempt to turn it on without using the RAM sticks. If that works, try booting your PSU separately, completely unplugged from the motherboard. For this, you'll need to connect green (power) and black (ground).

Following your recent comment, I attempted to start the system using only the 24-pin connection, without the front panel headers, without the CPU cooler, and without any RAM. The device still functioned exactly as intended.

Begin with testing the PSU to confirm it functions properly. If successful, proceed by removing the motherboard from the case—check for any shorted rails. Then attach a fan directly to the CPU header and attempt to power on without the CPU or RAM installed. Simply boot the bareboard motherboard and connect one fan to observe its operation.

Hey Ok so earlier today I had removed the CPU-Cooler/CPU/RAM/GPU/Front-Panel-Header-Cables aka pretty much everything lol except for the 24 pin connector and one of the case fans connected to the CPU_FAN Header (Where the CPU Cooler cable was before when mounted on the CPU / in the case etc..) and unfortunately it still gives Me the same result (See below) : After having done that ^ what I wrote above, I noticed that the sort of, ticking noise was still there, I put My ear next to the Power Supply and it 100% sounds like it's coming from there. I phoned the retailer and had explained the entire situation and now I have to send it back to them... for the second time, they told Me they are going to inspect/test it (Even though they will claim "it's working fine" or whatever) and potentially give Me a refund or send Me back the power supply for a third time, lol Before I phoned them, I found one of My old PC's with some old OEM Power Supply (Yes, with loads of bundled ketchup and mustard cables xD) that I think still works given how old it is, probably a decade or two old, anyway, I tested that with the motherboard 20+4 cable that it had, the motherboard to Me looked like it was receiving power when I flicked the power switch because the green light wasn't flashing but instead, it was lit up the entire time and hey guess what, I didn't get a post/boot. I then inserted the CPU/GPU/RAM (Including the needed cables, obviously) and it still didn't post/boot so I think it's a motherboard issue, a power delivery issue or something completely different, I really don't know. Thoughts? Haha lol Note: I didn't try doing the PSU thing that You recommended because, I'm not gonna lie but I feel a bit nervous about doing it and because I've never done it before so.. yeah.

As discussed earlier, the build combines vintage and modern components. Here’s the breakdown of the parts:

Older/Original Components: AMD FX 8350 CPU
Mid-range Motherboard: ASUS M5A78L-M PLUS/USB3 mATX AM3+
RAM: Samsung Dual DDR3 1600MHz (2x8GB)
Graphics Card: PNY GeForce GTX 650 Ti 2GB
New Additions: MSI MPG A750GF 750W 80 Plus Gold Certified / Fully Modular Power Supply
Cooler: Cooler Master Hyper 212 Black Edition

Regarding the PSU, I received a courier earlier today and it’s now being transported again.
